Cambodia – Design Study for the Third Rural Water Supply and Sanitation Services Sector Development Program
The Third Rural Water Supply and Sanitation Services Sector Development Program will support the development of rural infrastructure and basic services, institutions, and human capacities. The program will support the government’s commitment to expanding rural water supply and sanitation access while leveraging difficult and critical decentralization reforms necessary to ensure that the investment loan and other investments in the sector are sustainable and meets objectives.
The program’s outcome will be improved access to safe water supply, sanitation, and hygiene for rural areas in selected priority provinces in Cambodia. The program will have four outputs: (i) Rural water supply and sanitation (RWSS) management will be decentralized; (ii) Rural water supply infrastructure and service in the priority provinces will be expanded; (iii) Rural sanitation in the priority provinces will be expanded; and (iv) Human resources will be strengthened and management capacity will be developed in the priority provinces.
This design study undertakes sector preparatory work and defines the scope of the ensuing Third Rural Water Supply and Sanitation Services Sector Development Program.
Our consulting services comprise of three components
Component 1 focuses on the preparation of a policy, governance, and institutional assessment, as well as detailed actions required to support the policy-based loan. These includes all of the program-level assessments required by the Asian Development Bank.
Component 2 conducts a background assessment of the rural water supply and sanitation sector in the priority provinces and supports the selection and phasing of target districts and communes for the program, develops an overall procurement plan and conducts feasibility studies for subprojects.
Component 3 develops, and partially delivers, a capacity building and training program.
The capacity building and training program directly supports the decentralization of RWSS activities under Component 1 with a national focus, and the expansion of RWSS infrastructure and services under Component 2 with a focus on priority provinces.
